Do they attribute to their Lord the one who is brought up in adornment and is unclear in speech when arguing due to its femininity?

Surah 43 : Ayah 18
أَوَمَن يُنَشَّؤُا۟ فِى ٱلْحِلْيَةِ وَهُوَ فِى ٱلْخِصَامِ غَيْرُ مُبِينٍ
Or [do they ascribe to Allah] one who is brought up in adornments and is not able to present a clear argument in disputation?
